Register a new deploy agent
Creates the agent slot for an existing tenant and issues its one-time registration token.
Ring groups & agent tokens
Lower rings deploy first (ring 0 = canary). New agents default to ring 99.

Agent updates
Upload a versioned agent package (built with tools/agent-installer/build-agent-package.ps1) and push it to the agents. Each agent swaps itself in place and rolls back automatically if the new version fails to start.
